S1 Consultant assists in defining suitability of market based instrument for resource management
S1 Consulting’s Managing Consultant Resources, Keith Uebel led a small team to assist the Murray Darling Basin Salinity Management Strategy Working Group in determining the feasibility of using a market based cap and trade system for salinity management within the Murray Darling Basin. The consulting team worked across jurisdictions with representatives from each of the four States and Territories to examine the base conditions necessary for implementation of a salinity trading system, and how current salinity accountability and property rights arrangements would need to evolve to support a viable market based cap and trade system. The team also examined possible first steps to test implementation of improved market signals for salinity management and developed a concept for a targeted trial of a salt pollution reduction scheme.
